SAMI Starts Overhauling TOR Surface-to-Air Missile Systems

On 27 August 2026, Borisov welcomed an opening ceremony at the TOR Surface-to-Air Missile System Overhaul Centre. The event was attended by Dmitry Pantus, the Minister of the State Authority for Military Industry of the Republic of Belarus, Major General Andrei Lukyanovich, the Commander of the Air Force and Air Defence Forces of the Republic of Belarus, Viacheslav Dzirkaln, the Deputy General Director for foreign economic activity of JSC Concern VKO “Almaz-Antey”, and Fanil Ziyatdinov, the General Director of JSC Izhevsk Electromechanical Plant Kupol.

The project was implemented by the 2566th Electronic Weapons Repair Plant OJSC in cooperation with Minsk Wheel Tractor Plant OJSC and Russian joint-stock companies Concern VKO “Almaz-Antey” and Izhevsk Electromechanical Plant Kupol.

The opening was preceded by some major activities, such as preparation of technical documentation, manufacturing and delivery of process equipment, training of experts. And today the first squadron of combat vehicles was received by the repair shop.

The centre is intended for the performance of overhauling of the Tor-M2K SAM system 9A331MK combat vehicles which are currently in service with the Armed Forces of the Republic of Belarus on the territory of the country. This will help reduce the reconditioning time manyfold, master the new technologies of overhauling of modern and sophisticated systems to create a capacity for the upgrading of other types of weapons.

The new overhaul centre in Borisov is a compelling result of production and technological cooperation between the military industrial sectors of the two countries.
